Bandwidth off the platform is limited and expensive, so the model usually has to run at the edge on compressed video, against a background of moving water that never repeats.

The job is triage: pull the handful of frames worth human attention out of a continuous feed. Presence and rough location are enough to make that call, and anything more precise is effort spent on frames that get discarded.

This is the decision that is expensive to reverse. The geometry has to match what the answer contains, and finding out it does not means labelling the set a second time.
